Music funding in Quebec

Quebec splits music funding along an industry/artist axis, and both bodies are arms of the provincial government.

SODEC: funding the music business

SODEC (Société de développement des entreprises culturelles) funds music businesses — management firms, publishers, producers, and promoters — under its "musique et variétés" banner, which bundles music with comedy and live spectacle. Its programs carry French acronyms (PAGEM for management and publishing, PAPEMS for promotion, PAACS for touring top-ups), eligibility keys on company financials and Quebec-artist rosters rather than career stage, and applications must be submitted in French through the SOD@ccès portal. The touring program is only open to companies already funded under one of the other two — the system assumes an ongoing relationship, not one-off applications.

CALQ: funding the artist

CALQ (Conseil des arts et des lettres du Québec) is the artist-facing counterpart. Its single artist grants program covers virtually the whole artist lifecycle through nine components — creation, public presentation, circulation inside and outside Québec, professional development — with music as one eligible discipline among all the arts. Its creation component accepts applications on a continuous basis.

Where the federal layer fits

Quebec artists and companies also lean on Musicaction — the French-language counterpart to FACTOR, listed under federal programs on this site — which funds francophone recording and marketing nationally. A typical Quebec stack pairs Musicaction (recording, marketing) with SODEC (company operations, touring) or CALQ (individual creation), depending on whether the applicant is a business or an artist.

Both provincial bodies publish bilingual sites, but the operational program documents are French-first.
